We are told it is for the children. We are told it is to modernise money. We are told it is not surveillance, it is not programmable, it is not here.
Europe has just extended the scanning of private messages until 2028. In parallel it is laying the rails of a digital euro aimed at 2029. Ottawa did not wait for a central-bank currency: in February 2022 it froze the accounts of protesters and donors. Without a conviction. By decree.
The pretext changes. The switch does not.
Chat Control 1.0: the “temporary” that will not die

In forceChat Control 1.0: the “temporary” until 2028
2021 / reactivated July 2026
Regulation (EU) 2021/1232: a derogation from ePrivacy allowing platforms to scan private messages voluntarily — CSAM, grooming, including in encrypted threads. Expired 4 April 2026 after a parliamentary majority voted against extension. Reactivated 9 July 2026 — the absolute majority to kill it was missing — then confirmed by the Council on 23 July. In force until 3 April 2028.

Regulation (EU) 2021/1232 — nicknamed Chat Control 1.0 — is a derogation from ePrivacy. It lets platforms voluntarily scan private messages for child-sexual-abuse material, including in encrypted threads.
It was supposed to be exceptional. It was extended. It expired on 4 April 2026, after Parliament voted against a further extension. On 9 July 2026 a majority of MEPs voted against it again. That was not enough: the absolute majority to kill the text was missing. Roberta Metsola sent the file back to the Council. On 23 July governments confirmed: Chat Control 1.0 is in force again, until 3 April 2028.
A majority said no. The machine said yes. That is the “temporary”.
Chat Control 2.0: mandatory scanning is not buried
COM-2022-209
Under negotiationChat Control 2.0: mandatory scanning, never buried
11 May 2022 / trilogues 2025–2026
The Commission proposal (11 May 2022) wanted mandatory detection orders, including in end-to-end encrypted messengers — an on-device scan. The Danish presidency relaunched the mandate in summer 2025; Peter Hummelgaard withdrew the mandatory orders on 30 October 2025. The Council (November 2025) kept “voluntary” detection, plus a risk duty, plus age verification. In July 2026 the knot is still not cut: voluntary, or targeted orders as a last resort.

The Commission proposal of 11 May 2022 — Chat Control 2.0, the CSAM regulation — went further. Mandatory detection orders. Including in end-to-end encrypted messengers. An on-device scan, before the message even leaves. A backdoor that will not say its name.
The Danish presidency relaunched the mandate in summer 2025. On 30 October minister Peter Hummelgaard withdrew the mandatory orders. A victory? No. A retreat. The Council, in November 2025, kept “voluntary” detection, a risk-assessment duty, mitigation measures, and age verification. Trilogues began in December. In July 2026 the knot was still not cut: voluntary, or targeted orders “as a last resort”.
They changed the word. They did not change the architecture.
Age verification: killing anonymity
CSAR-AGE-VERIFY
KeystoneAge verification: the end of anonymity
architecture 2025–2026
Even “voluntary”, the package imposes risk assessment, mitigation measures and age verification. Patrick Breyer repeats it: the moment you must prove you are not a child in order to speak, anonymity falls. A messenger that must scan “if it is at risk” is no longer a messenger. It is a sensor.
Source: Council position, Nov. 2025; fightchatcontrol.eu; Patrick Breyer / EFF, 2025–2026.
Patrick Breyer has said it from day one: the moment you must prove you are not a child to open a conversation, anonymity falls. A whistleblower, a dissident, a journalist, a parent who refuses the narrative — all must denounce themselves to the platform for the right to speak.
Add the “mitigation” duty. A messenger classed at risk will have to scan, or die commercially. The “voluntary” becomes the price of entry. That is exactly the software of Canada’s C-63: protect the children, dilute encryption, manufacture an opinion offence. Dead on the Order Paper in 2025. Software alive. C-9 is already the law.
The digital euro: the rails, not the slogan
ECB-DE-2026-2029
TimelineDigital euro: 2026, 2027, 2029
preparation 2025–2026
The ECB’s working hypothesis: a regulation adopted by the end of 2026, a twelve-month pilot in the second half of 2027, a first issuance aimed at 2029. The technical rulebook is advancing. They are not voting “someday, maybe”. They are laying the rails.
Source: ECB, digital-euro FAQ; Eurosystem timetable, 2026; CNIL, 26 May 2026.
The European Central Bank does not promise a social credit. It promises a timetable. Regulation aimed at end of 2026. A twelve-month pilot in the second half of 2027. First issuance aimed at 2029. The technical rulebook is already at version 0.91 (July 2026). On 26 May 2026 the CNIL recalled the essential: the project is voted, the payment history is a risk, and without a truly anonymous token technique, confidentiality is only a press release.
They are no longer debating “if”. They are laying the pipes.
“Never programmable” — read the next sentence
ECB-FAQ-Q20
Architecture“Never programmable” — but conditional
ECB FAQ / draft art. 16
The ECB writes that the digital euro “will never be programmable money”. The next sentence: it will be able to facilitate “conditional payments”. Holding caps tested up to €3,000. Zero remuneration. A “waterfall” toward the bank account. A switch does not need the words “social credit”. It needs a cap, a condition, and a button.
Source: ECB, FAQ Q20; analysis of caps, 2025–2026; CNIL, confidentiality of the digital euro, 26 May 2026.
The ECB FAQ is an exercise in verbal magic. Question 20: the digital euro will never be programmable money. Next sentence: it will be able to facilitate conditional payments. A holding cap — tested up to €3,000. Zero remuneration. A “waterfall” that dumps the surplus onto your bank account.
A switch does not need the words “social credit”. It needs three things: a cap, a condition, a button. All three are in the file. Privacy First says it without wrapping: a payments base, intelligence-service access, a door open to programmable money. The ECB denies it. The rails do not.
Cash, for its part, has no cap. It has no condition. That is why they are tightening it.
Ottawa does not need to wait for 2029
CA-EA-2022-02
PrecedentEmergencies Act: the freeze, already
February 2022
February 2022. Emergencies Act. The Freedom Convoy. Accounts of truckers, donors, ordinary citizens frozen — not after a trial, after a decree. The Rouleau Commission later talked, commented, relativised. The fact remains: the Canadian federal government has already shown it knew how to cut a dissident’s money.
A central-bank digital currency would not create that power. It would make it instantaneous, granular, and revocable down to the transaction. No need to telephone a bank. A switch.
BOC-CBDC-2024-26
On standbyBank of Canada: “ready if needed”
September 2024 / work 2026
Ottawa muted the retail digital-dollar project in September 2024. The Bank of Canada did not bury the tool: it says it is ready “if needed”. In 2026 it is still publishing. The Atlantic Council counted 146 countries exploring a CBDC. Canada is not on the sidelines. It is waiting for the pretext.

In September 2024 the Bank of Canada muted the retail digital-dollar project. It did not throw the tool away. It said it was ready if needed. In 2026 it is still publishing. The Atlantic Council, in May 2026, counted 146 countries exploring a CBDC. Canada is not an island. It is a laboratory waiting for the pretext — climate, pandemic, “hate”, children.
The same software, both sides of the Atlantic
Chat Control is the European C-63: scan speech in the name of children. The digital euro is the 2022 freeze made daily: hold the money in the name of stability. C-9, royal assent on 18 June 2026, already criminalises “speech”. The financial floor is missing. It will arrive with the same smile, the same press release, the same sentence: *this is not what you think*.
In this scheme Quebec is not a subject. It is an administered territory. Ottawa decides who speaks, who pays, who enters. A people without a country has no currency. It also has no right to say no to a scan.
What I refuse
I refuse to be made out as an enemy of children because I refuse to let a server read my messages. I refuse to be made out as an ally of the banks because I refuse a currency the state can condition. I refuse the moral blackmail.
The “voluntary” scan until 2028 is not protection. It is a habit. The 2029 digital euro is not modernisation. It is architecture. The 2022 freeze was not an exception. It was a rehearsal.
A free Quebec could say no to both. A Quebec-as-province will wait for Ottawa to copy Brussels — then we will be told, again, that it isn’t here.
You do not protect children by building a state that reads everything and can cut everything. You protect a regime.
Let us bring back common sense.
